Subject: Swing Brakemen on Scranton Division

In a discussion on the RR.Net forum a retired Conrail freight conductor
asked about the use of an additional brakeman on DL&W or EL
Scranton Div. trains operating in New York State. About ten miles of
the division was located within the state between Hallstead PA and
Binghamton NY. For many years, under New York's Full Crew Law.
road trains were required to carry an extra brakeman or 'sixth' crew
member. Pennsylvania only required five. Some of you may recall
seeing photos of the D&H trailer parked near Starrucca Viaduct where
the extra brakemen required in NY got off trains entering Pennsylvania
to await a New York-bound train. The Conrail man wondered if
Lackawanna had a similar arrangement for Scranton Div. trains.

I found a note in a Lackawanna Scranton Division employee timetable
from April 1960 that all "scheduled passenger trains" were required to
stop at Hallstead PA to pick up or drop off a "swing trainmen." I'm
attaching a scan of the instruction.

How about freight trains? I did quite a lengthy archive search in this
group and, though I didn't find anything about where road freight
crews changed going west on the Scranton Division I did discover
there was once a large yard and roundhouse at Hallstead. Is that
where freight crews changed? That would've eliminated any need for
a swing brakeman to work between Hallstead and Binghamton.
