The first days after the flood the EL was out of service between Waverly
and Binghamton not as bad as further west but still tracks were
underwater or needed repair. Same for the LV north of Waverly along
Cayuta Creek. So in the early days you had the LV detouring over the EL
from Scranton to Syracuse until the water receded and repairs could be
made.

This is one of those LV detours getting on PC at Syracuse Junction to
head west after coming up the EL Syracuse Branch.

trains to crew, so it was impossible to predict when a waiting EL train
would be crewed. Plus, trains would start backing up and soon there'd be
nowhere to put them. Better to get moving at the first opportunity.
Switching the train, even if there were sidings available, would be
adding pieces to an already crowded chessboard; you'd have to worry
about finding crews to perform the switching, make sure the blocks were
in order etc. Shorter, lighter EB trains were sometimes combined on EL
at Marion or Meadville. For example, the previous day EL operated a
monster 85 car combined NY-100/NYCB that went via CN. Yes, LV was used
as a detour route Buffalo-Waverly, I believe it was included on the map.
EL reciprocated by accomodating LV trains east of Waverly, after
flooding damage including a sunken pier on the Chemung R bridge at
Athens just south of Sayre. So desperate measures were taken in a
desperate, chaotic !
