Most likely, since the Erie's first Stillwells weren't built until 1915.

Also, Chris -- you should know that the RMC article has a major error in its showing that a straight letterboard was applied to some Stillwells as a "moderniization."  All Stillwells coaches from 1915 through 1926 had 11 pairs of windows; each pair had the distinctive arch across the top, backed with sheet steel.  Beginning with the 1928 order, all subsequent Stillwells were longer with the coaches having 12 pairs of windows and the straight letterboard over th arched window tops.  There were passenger-baggage combines in both types, some built new and some converted from coaches by the railroad.
