That's it, basically, although over-regulation was not the only brake on
progress. CNJ, L&S, DL&W, LV and NYO&W were all built to haul anthracite.
DL&W and LV extended to Buffalo to supplement with merchandise traffic.
There never was enough to go around, even less once the highway system was
built up, the St Lawrence Seaway opened, and the Northeast began to
de-industrialize. These events roughly coincided with the demise of
anthracite. Once it played out, these RR's were guaranteed to fail, absent
the massive rationalization/consolidation that didn't occur until Conrail.

So CNJ really needed to be reorganized around 1950?  I suppose the ICC

would have objected to that.
