The track was signalled---APB signal system.  Extra trains  required train 
order.  Passenger Trains were scheduled by Timetable.
 
EB ore train had a Run Extra order for the entire track.  Signals  would 
protect him from local ahead working eastbound.
 
Local had an order that stated "Work Extra betwen XR and  Mahoning, not 
protecting against extra trains."
 
The local crew came to the phone, were on short time and the DS told them  
to "Head West" using their work order.  The single track, APB arrangement  
was relatively new---about a year.  Neither the local crew non the DS  
understood the order and the consequences on exactly how the signal system  
worked.  The DS (and the crew) thought that the presence of the local would  hold 
the headblock in Stop position at HM---thus holding the ore train in the  
double track between HM and KS.  That was not the case.  The ore  train and 
the local were on proceed signals as they apparently both passed  opposing 
signals at the same time, of course when the local proceeded west, it  tumbled 
all of the EB signals but the ore train was past the signal by  then.
