On November,25,1907 the NY Public Service Comm. held a 
hearing for all rr's operating in NY to appear and "show
cause why they should not be directed to issue interchangeable
mileage books of 1000 and 500 miles at a uniform rate of 2 cents
per mile". 

Can someone explain this ???

Did it take effect ???
