You may still have a problem after installing the washer if you follow the 
recommended practice of loosening the bolster screw of one truck to allow it 
to rock. If this is the case, you have a choice of using the .015 washer 
(the red one) or cutting grooves in the underbody with a dremel tool. If the 
underbody is metal, you'll then need to apply paint to keep the car from 
shorting out if the flange touches it. Tangent should be upset about selling 
a $32 freight car that won't move.

I tried the washer shim as Paul suggested and it works fine.  It is Kadee
#906 - .010 insulated washer (the black ones).  I needed to ream out the
washer using a round file so they would  fit over the post.  Now they roll
like the wind!

I did notice that two of my six  gons had broken air hoses out of the box.
The broken ends were in the box, but the way in which they are mounted
doesn't make for an easy or neat fix.
