Generally so, from everything that I have ever seen, but a few  exceptions, 
listed below:
 
Westbound at Meadville:  Sig 516-1 at MP 103.39 could display an  
Approach-Medium if signal 517-1 at MP 104.70 was approach and the home signal  at BK 
(MP 105.35) was at Stop.  Note the short distance between the last  two 
signals.
 
The signal at the Bridge Works at Greenville, (MP 129.63) was a  controlled 
signal in both directions, controlled by the Operator at XN Tower,  
Shenango, Pa.  Westbound, that signal would display Approach-Medium if  the 
westward home signal at XN (MP 130.74) displayed Approach and the westward  home 
signal at Bruin (MP 131.58) displayed Stop.  Again, note the short  distance 
between the signals at XN and SC (Bruin).
 
Finally, some of the signals between MP 157.54 (east of MK) and SB  (East 
end of Leavittsburg Yard) MP 163.52) could display Approach-Medium in  either 
direction if the second signal was at Stop.  Those signals  would be Signal 
570-1 at MP 157.54, the westbound home signal at MK, the  westbound home 
signal at WN Tower (North Warren), the east and westbound home  signals at BO 
(B&O at North Warren), signal 575-2 eastbound at MP 162.46  and the 
eastbound home signal at SB (east end of Leavittsburg Yard.
