And there was an exception to the rule................as always.
The EL Rule Book showed Rule 290--RESTRICTING to be displayed ONLY on
interlocking or home signals. This is indicated in the Rule Book by signal
aspects in line above one another, not staggered, square ended semaphores, and
no number plates on the signals.
Well, westbound at Meadville Yard, signal 516-1 at MP 103.39 was equipped
to display a RESTRICTING indication when the switches were open into
Meadville West Yard. This allowed the switches to remain open between trains
and/or allowed a yard crew to leave the switches open for the next train to
pull into the yard without stopping to line the route and tie up the road
crossings in downtown Meadville. This was a two-arm signal with staggered
heads, and was equipped with a number plate (516-1). It could display Clear,
Approach, Approach-Medium, Stop and Proceed, and Restricting.
When the Conrail rules guys showed up in 1976 looking the property over and
saw that they were lost for words. It wasn't in the rule book and it
wasn't in the EMP TT. It ended up in the Conrail EMP TT as a Special
Instruction post haste. The Central Region Manager of Operating Rules, J P McCombs
just happened to be there when a train was lined into the yard and
discovered it.
