Rich can probably explain in far great detail, but the lower head of
two-head signals is not a distinctly separate piece. The two heads were taken in
total as a signal indication, per the rule book.
.................
And there were a lot of other items involved in the signal indication too:
Does the signal have a Number Plate on it?
Does the signal have a Grade Disc on it?
Is there a Telephone Train Order Signal attached to the mast? (Rule
296-297-298)
Is there a Dummy Mast on the signal? (Rule 294)
Is there a Train Order Signal displayed at the location? (Rule 293)
Is there a Take Siding indicator at the location?
All of the above items assisted in "qualifying" the indication of a fixed
signal.
