I've seen pictures of the SD45-2's in Cleveland on ore trains which most
certainly defeated the purpose of utilizing the excess fuel tanks for long
runs.

The SD-45-2's were speed-restricted by Conrail, thus assigned to pusher and
 drag service.

They replaced an ailing fleet of Alco C-628/C-630/C-636 of PC, Reading, and
LV heritage. When the Alcos were on the ore trains, the trains from
Cleveland to Mingo frequently needed three crews to get over the road. The
first crew made it as far as Hudson and the second crew as far as
Hammondsville. It was a mess that was greatly improved when the EL units were assigned
to the service.
