In a perfect world, that might have been true, but it was a common sight to
see trains with lashups that did not have all-5000 gallon units (which kind
of defeats the purpose and kills efficiency!). There are several lashups
that also featured a pair of 5000-gallon units and a third lesser unit
(usually a GP35 or U25B - I would assume this style of consist is to get the
trains over the grades east of Binghamton, and the spare unit just went
along for the ride to Chicago?)

To wit, here are some A/CX-99 consists with non-paired-5000hp lashups:

10/11/72: 3604/3624
10/13/73: 3614/1400/14xx/14xx/14xx
4/12/74: 2576/2556/2583
1/1/75: 3638/3632
2/75: 3671/3626
9/75: 3318/33xx
??/75: 3622/2556
5/24/75: 3609/258x/SD45
3/26/76: 3324/SDP45
