A lot depends on who owns the ROW. The entire ROW from end to end. Has any of it reverted back to the original owners yet, sold to a utility, or someone else? The ROW that's owned by the park service or whoever operates the bike-n-hike, then it gets complicated. Can you get them to sell the ROW? Can you lease half from them, build an adjacent single track line, and build a fence between the tracks and trail? Would a single track be sufficient? AFAICR it costs over a million dollars a mile to replace a rail line, to freight standards. Slow freight. Having it certified for high speed passenger use will easily double that. We're talking a L O T of money... That is why I advocate some form of agreement with NS to develop freight traffic to justify re-establishing the line. If New Jersey is serious about this, then they should be looking for some kind of business/state arrangement to justify reinstating the rail line.
