Well, it does have a lot to do with whether funding for the restoration of the cut-off is ever carried out. That is why I advocate some form of agreement with NS to develop freight traffic to justify re-establishing the line. If New Jersey is serious about this, then they should be looking for some kind of business/state arrangement to justify reinstating the rail line.
