Well, DANG! After looking at this image: http://www.railcarphotos.com/PhotoDetails.php?PhotoID=41988 in Photoshop and zooming in on the upper portion of the end, where there is no evidence of a former high mounting, I have to concede that it appears they WERE built with low brakewheels. Which makes me scratch my head about this question: was there a ruling before the blt date on these cars that required low brakewheel mounting, but did not require elimination of roofwalks? It's an odd combination that I'd not noticed before, and it's annoying to find that the ELHS-issued model of these isn't as correct as I thought. And further, that to correct it requires surgery of the kind I detest most: carving off the cast-in wheel, brakewheel housing, retainer valve and the vertical connections for both of those, in a location where they will not be covered by any added detail, so you have to do it perfectly.
