That would be the Bloom, on US 11 just south of Hunlock Creek. There is a state prison in the shadow of the mountain in the background on the other side of the river; the access road and bridge are just across the ROW. This is the last section taken out to four lanes, and still ends up under water pretty often.
Ther is a large concrete abutment on the side of the road opposite the train; the photographer was probably standing on it!
