Well -- I think that depends on what year.

When the PRR sold the LIRR to the STtate of New York, they retained ownership of the Bay Ridge Branch (and part of the Evergreen Branch, which connected to Bushwicj and was the original route of the New York and Manhattan Beach Rwy to the waterfront at Greenpoint and the Ferry). The PRR/PC associated pipeline company had built a pipeline on the right of way to bring jet fuel to JFK Airort among other things.

Ownership remained with Conrail -- but as they started to shed track, the Bay Ridge branch was sold back to the LIRR. 

I believe that Dick Makse -- who I believe lurks on this list and some of you know -- kept up his qualification on the line under PC and CR ownsership,m and was the only LIRR employee qualified when it was returned.
