Both the State of New Jersey and the Commonwealth of Pennsylvania must pay their respective shares if this is to work. It all depends on what politician's wheels get greased enough in terms of voters' determination. If a pol thinks he/she might get voted out if they're not in favor, then things will move to the fast track. We can listen to all we wish when it comes to studies, funding, but it always goes right back to the pols. If the pols don't feel the pressure to walk the walk rather than talk the talk, then zero will happen. Bottom line is that it's up to the constituents in NJ, PA and NY.
