It's doubtful that we'll ever know what the thought was in the Mechanical  
Dept.  Former CMO Dave Huggins was probably the deciding factor.
 
It's all speculation on my part, but I disagree with you.  I think the  C-424 
and C-425's would have survived the U23B and GP-38 delivery and continued  to 
haul drags and hot metal trains in the Youngstown area, power the hopper  
trains to North Randall, and be used on heavy locals, such as the Kent Local,  
the Sand Man and replacing the F's and RS-3's on the Niles and the New Castle  
Locals.  Remember, the Mahoning Division was a haven for the Baldwin Road  
Switchers and the FM H-24-66 units.  The Centuries, while four-wheelers,  replaced 
the older BLW and FM units quite nicely.
 
I believe the GP-38's and U23B's would have replaced GP7's and GP-9's on  
transfer and local jobs in Buffalo, Gang Mills, Binghamton, etc., allowing the  
GP's to be relegated to yard duty replacing aging NW-2's, etc.
 
Again, just my thoughts, but I don't believe that we would have seen new  $1M 
units being assigned to Mahoning Division drags and hot metal service.
