It depends on the era. LCL began to drop off in the late 1950's. There were no LCL "hubs" in the manner of intermodal hubs; all cities of reasonable size had LCL terminals or freighthouses. The largest volume moves from 28th st were, as you might expect, to Chicago, Akron and Cleveland. These moves were the only ones to last into the late 60's. There were also off-line destinations, much of that via Wabash and NKP. Have you checked out the excellent series on the 28th St terminal by Vince Lee and Tom Flagg in the Diamond (V18#4, V19#1)? It mentions that LCL from Buffalo was trucked in from Pavonia Ave (in 1941), but the WB move may have been all-rail. Paul B Hi everyone, I'm working on Erie's 28th Street Carfloat Yard in NYC.
