The subject of the roadworthiness of EL cabooses came up during the Agnes detours of June-July 1972. The Upper Canada Ry Soc newsletter reported that CN and CP "added one of their own cabooses to every EL freight detoured over their lines, as it was found that the EL cabooses were in decrepit condition" because they "were out of storage and not the regular ones used.". Indeed, the report included a photo of a detour train in Agincourt (Toronto), with a CP caboose tagged behind EL C328. Ex-CN employee Bruce Mercer says the claim was hogwash, for the most part. For one thing, why go to the trouble of shuffling around the caboose fleet when its all you can do to move a train from A to B, eh?
