Ron,

I believe the bridge in the distance is is DL&W's massive steel bridge over
the Erie RR and William St, which is the beginning of the City Branch at the
DL&W's East Buffalo Yard (later Bison) and about a mile and a half distant.
The first Buffalo River crossing is about 3/4 of a mile behind the 
photographer. In the uncropped version you can see DM tower on the far side of
the Pennsy tracks and at right the LV plate girder bridge over the DL&W
connection to Worthington and the PRR where the LV embankment curves off to
the northeast.

I think it is a T for Telephone so crews can talk to DM. At first I thought
the "dwarf" blade was a train order signal, but it seems to be a miniature
version in the same style as the two larger blades above it, red square end
with white stripe.
