Ed Barry and All,

The other comment I would make is that the composition of the "fleet" 
relative to the mix of types of cars is important as well and depends on the 
era modeled.  For the EL era, I personally couldn't comment, but as an 
example the DL&W in the 1940s/1950s would have had a lot more coal hoppers 
relative to other types of cars, almost no stock cars and just a handful of 
reefers.

The ELHS offers an EL freight car equipment book which should provide the 
numbers of different types of cars owned by the EL which can be converted to 
percentages for your model RR.
