The best option on this route would be to remain on the old LV main all the way through Newark and Penn Station. Not sure how NS would like this but wasn't the LV once at least three tracks through much of the area? The state could add the additional track to accomodate passenger trains. However a run like this totally circumvents the need for the cut-off and provides no service for people who might work in the Morristown area.
