It's Lackawanna and Monroe Counties continuing to pour money into this -- not to mention the exorbitant amount of money NJT has already put into the Cut-Off. Anyway -- Wilkes Barre and Scranton still don't talk to each other . . . But for that matter, Allentown/Bethlehem/Easton are already on the march as bedroom suburbs of NY, and even more so than Hawley <g>. But Pennsylvania can't get it together to restore Philadelphia-Bethlehem-Allentown so don't look for too much there. Really O.T. -- but once upon a time -- 1980s -- SEPTA had 21 Zones in their fare structure -- with Scranton as Zone 21. They used to include all the zones in their fare increase applications "just in case" so they'd be ready. I don't think they do that anymore <g>.
