A good reference is "A Railroad Atlas of the United States in 1946, Vol. 2 by Richard C. Carpenter at p.76A. According to that Atlas, Rochester (New York, I presume) was served by the New York Central, Pennsylvania, Erie, Lehigh Valley and the B&O.
