I think he's actually referring to the EMD GP7s and F-units, which had a high motor whine when operating at the higher notches. It's a very distinctive (and loud) sound.
At the ELHS Rochester, NY convention I was fortunate enough to get a cabride in an H10-44 at the museum in Industry, NY, and the sound is certainly distinct. The closest comparison I can give is a bulldozer on steroids! A loud, rapid "purring" sound.
