That is part ofthe air brake control system. It has been relocated from inside the cab to the back porch to spare the crew the deafening sound of air escaping. In RS3s and later hood units, it was located under the cab floor; the fuel tank prevented this on the RS2. There was an extensive discussion of this subject in July, 2004.
