The only part of fuel consumption that rises exponentially with speed is the aerodynamic factor. From recollection of when I worked with these figures constantly, for TOFC the same power that would pull you at 50 MPH on the level would pull you at something like 15 MPH on a 1% grade. I used to do these calculations in my head to keep myself awake on long drives. Then along came computers and spreadsheets and I figured it was better to do a data dump.
