Presumably in rail-grinding service, you might need water for cooling, but I've watched the Speno rail grinding train in action and I don't recall a water tank. Also I thought RR's generally used a contract service like Speno. Were there other uses for a "water car"?

Interesting you mention the Erie Berkshire tender A200 in Cleveland. I have
linked to a photo I took of the same tender in August 1967 in the 47th
Street EL yards in Chicago. I have no idea where it went from there. I
imagine it probably was eventually scrapped.
The other two photos show another steam tender #04023 being used by the EL
at Far Hills, NJ on the P&D for rail grinding service in 1970. I have no
idea of the heritage of that tender, but it is definitely not the same as
the A200.
