That's not correct. I'm sure that the issue of electronic access
(digitizing) of EL documents has been raised here before...and if it
wasn't, it should have been. The consideration of Scranton/Steamtown for
physical storage has absolutely nothing to do with that.

That's right, nobody brought up electronic storage and internet
availability, that some feel the files are not available for research now,
or that they felt Larry and his staff are not doing anything.

That is one of the two main issues here.
Some (including apparently the board) see the archives as being owned by
the society, and see no reason to give that up and have no control over
what happens to them tomorrow, next year, or 25 years from now. There's a
great deal of risk involved that we don't really need.
