They could have built a simple connector from the Erie WB to the Buffalo Creek
WB at FW or done a half-mile backup move at P&B Jct from there to BCT over the 
BCK. The connection at FW was in fact eventually built and exists today. It
connects the NS Bison and Howard St runners (ex-Erie right by the SK yard
throat) to the CSX main (ex-BCK). The Pennsy used to do a backup move at BCT 
of equivalent length for their Buffalo/Washington trains. The BCK to NKP was a
nearly straight shot at P&B Jct. Any way you slice it, they would have had to
do a significant backup move one way regardless of whether they used FW/P&B or
the Lackawanna/NYC connector near FO (NYC SS designation). Probably the best
solution would have been to run through FW onto the NKP connector, then back
through P&B Jct onto the BCK and into BCT. Reverse the procedure for
eastbounds. I'm not sure it was possible to crossover from the BCK/NYC (CP
437) connection to any BCT platform tracks, which would queer that routing
idea...
