The bridge assessments were done by P.E's (Professional Engineers), so
their assessments are probably good.
The problem is that today to protect themselves from lawsuits (and this
seems to be universal these days), everything needs to be overbuilt to
make sure nothing can go wrong - and limiting liability on the
transportation entity.
As I pointed out once before, the so-called "Light Rail" systems
nowadays are built to standards that are more applicable to 100+ MPH
mainline railroads. Overbuilt!
