I'm curious...under what conditions is a caboose deemed necessary and when
do freights use a FRED? Which raises another question...did the EL ever
experiment with FREDs (EL content) or was that technology a few years off
at that point?

The NS runs a way freight with a Conrail caboose, by my door here in
Morristown, several times a month. The only thing is, it's painted red,
not blue. Other than that, it looks like a normal CR caboose, (or cabin
car, as we used to say on the Pennsy.) I guess this is Conrail Shared
Assets territory.
