The Pittsburgh-Columbus portion of the PRR was cursed to c. 1950 with a number of very close clearance tunnels in the 30 miles or so west of the Ohio River.  The PRR bypassed all of them except Gould Tunnel which was ultimately single-tracked and slightly improved.  It was a multi-million dollar project, all privately funded, and earned the Federal Government's lasting contempt, as did most railroad investments.
