I'd expect to see NJ Transit run the service, but with a
quasi-Metro-North-type relationship with Monroe and Lackawanna counties via
their regional rail authority.

Tonight, I rode the M&E from Denville to Newark, a Montclair train
(from NYP) to Bloomfield, and a Boonton Line train back.
We had a MetroNorth F40, a Comet I and two Comet IB's. The same
equipment had been on train 879 from Hoboken to Hackettstown via
Morristown, then train 882 back to Hoboken.
