But O scale is fractured into factions, and the factions into differences, which make mass marketing very difficult.  The major division is over how many rails there should be -- 2 or 3?  Then, how far apart should they be -- 5' (traditional O) or 4'8.5" (P48) or 3' (traditional narrow gauge) or 2'6" ( On30, based on HO components) or 2' (mainly Maine) or any other gauge ever conceived.  Put a wire over any or all of it and you shrink the market even further.  

On the other hand, there probably are customers for an Erie lightweight coach or an Erie/EL duplex sleeper in any scale.  There just would be many fewer in O scale.
