I may be wrong, but on my screen it looks more like DAVX 83. That would make
it:

DAVX       W. R. GRACE & COMPANY - CONN., DAVISON CHEMICAL DIV.

Grace cars used to show up in Solvay NY as well. They probably took on loads
of soda ash, but that's just conjecture on my part. Todd
