I have a 1922 ERIE system map which shows a projected grade reduction between Newburgh Junction and (kinda) Rutherford. The lower end became the Bergen County Line/Cut-off/Short Cut. Knowing the topography of the region, I don't see what more they could have done beyond the Bergen County and the Graham Line. The rivers had already done it and they followed the rivers until the time came to cross a mountain. Then it was "up-and-over" with unavoidable grades.
