Ron,
The photo you mention is the New York Freedom train, which toured the state
from 1949 to 1950. According to the file I have (one of my Erie contract
files) , it was to be on display at Gowanda May 17, 1949. This seems to
correspond to the photo you mention. The 1946 Freedom Train appears to
have been a national event, and probably inspired the New York Freedom
Train.
The file I have is pretty interesting, and I will probably get one of my
volunteers to transcribe it. Once it is transcribed, I'll post the text.

A few weeks back I posted a photo to my site:

(Go to this site and type "freedom" in the search box)
It was labeled "Freedom Train at Gowanda" on the back of
the photo, and the date appeared to be May 1949, but it was
not that legible. It shows locomotive #2928 and what appears
to be a baggage car. The photo is poor quality but I posted
it because of the Freedom Train notation.
This is a start, but it needs to be verified.
