It has been asked: What did GSA shipt to/from the "ordinance" plant? Probably crates of notices, orders and laws. Unless it was the Ordnance Plant, in which case it was weapons, ammo and military supplies. GSA could have shipped trainloads of either, but I suspect the latter.
