Paul & List, Doug Ellison informed me that the ramp in the 1976 picture was former DL&W 16265, one of the first group of fishbelly cars made from hopper frames. The 16499-16699 car also in the picture was an integral part of the ramp as well. He also said there was a similar matching ramp on another spur facing the opposite direction.
