Much of the flooding damage is far up the Delaware from Tocks Island, so it wouldn't have helped those areas. That was one argument about building the dam there - it was too far downstream. All the towns along the Delaware from Milford, PA, through Roscoe, NY, have extensive damage. Livingston Manor, NY, took a big hit and suffered the only fatality in the region.
