The paved section between Monroe and Goshen is fine for all bikes, roller blades, baby strollers, senior citizens using walkers, etc. A very civilized walk in the woods. West of Goshen varies between ok for mountain bikes and ok only for ATV's, with a few bridges and other sections that are impassible unless you intend to do major brush cutting. Between the Middletown & New Jersey and Dolson Town Road - well, imagine a roller coaster paved with 2-inch stones 8 inches deep. The section just west of '6 1/2 Mile Station Road' is probably ok for road bikes, but make sure your tires are pumped to full recommended inflation - soft tires are a pain on dirt. Most of the western section is paralleled by local roads; I did about half of it on the roads rather than on the roadbed and should have done the westernmost leg on roads - I took a good spill at one point.
