Actually, I think Bowser is supposed to represent a PRR class car, and somewhere in my "old-yet-to-be-electronically-cataloged" collection is at least a couple of photos of the almost Bowser prototype lettered for PRR riding NYSW and Erie rails on the east end (actually, before of the West End).
