(erielack) Question on APBR photo

In the photo linked below of CR #8712 at Elizabethport that was in
Wednesday's postings, there is a piece of what appears to be MOW equipment
in yellow behind the third SW unit (2nd. one in red / orange paint) that has
what I think is an EL diamond (on the side just behind the front).  

 

Does anyone have an idea of what this piece of equipment is?
