Will Shulz sent me the right answer off-list three minutes before Dick Honeyman.  

Indeed, it's that the two guys were railfanning together, and the distant man caught the close man
in the act.  When I happened to notice this, I could NOT believe it.  It wasn't even the same
dealer!
