Bruce, you're mostly correct about the Front-Runner although two-axle
intermodal platforms post-dated EL by at least 5 years. The first was the
"Four-Runner" of 1981. It consisted of four 45' two-axle platforms connected
with drawbars. It did have tracking problems and in 1983 began to be
replaced by the "Front-Runner", a similar looking stand-alone two axle
low-profile 48' platform. It also had tracking problems (possibly
exacerbated by the 28" wheels), which were largely corrected with a truck
redesign. The idea here was to reduce empty platform movements with
single-trailer shipments to and from smaller terminals. It has been much
more successful than the Four-Runner and although I don't do much
railfanning these days, I believe some are still in service.

This looks like a front-runner to me - they were 2 axle cars that could
carry 1 trailer and were another great idea that just didn't work out on the
road.  If I'm not mistaken they didn't track well and were eventually pulled
from service and scapped.
