Perhaps the cars were EL empties, keaving no incentive for unloading them.

I suspect EL had a procedure to load a lot of carfloats at once and then tie them up at a convenient location until delivery was to be made.  I can remember carfloats full of freight cars tied up along piers in lower Manhattan in the 60s and 70s with no bridge to unload them.
