I suspect from looking at this picture that it was taken within a year of the cancellation of ferry service, probably around 1968. Looking at the picture, all of the pontoons of the bridges are still floating and you can see the walkways to the upper level of the ferries still high in the air. These walkways were physically connected to the bridges in Hoboken. EL still had a significant stable of tugs then by observing how many are moored around the terminal. I also suspect the picture was taken on a weekend. There are only a few commuter cars stored at the terminal and the MU yard appears empty. I suspect EL had a procedure to load a lot of carfloats at once and then tie them up at a convenient location until delivery was to be made. I can remember carfloats full of freight cars tied up along piers in lower Manhattan in the 60s and 70s with no bridge to unload them.
